The Network
We propose the establishment of a formally registered organisation with the name of
’European Network for Active Participation in Cultural Actitivities’ (NAPCA).
After the 2005 conference in Wales, a website –
www.envaa.org – was launched with the name of ‘European Network of the Voluntary and Amateur Arts
’, however, there has been huge resistance in different countries to the word ‘voluntary’ as well
as ‘amateur’. Therefore, we suggest that focus is placed on ‘active participation’.
Proposed future activities
We suggest that the future activities are defined as:
- Promote intercultural dialogue
- Enhance the information flow, especially in the domain of socio-cultural
activities among participating organizations
- Promote political acknowledgement of the importance of active participation in cultural activities
- Exchange information and practical demonstration among participants,
e.g. preservation of cultural heritage
- Enhance the realisation of mutual cultural projects such as festivals,
exhibitions, exchanges, touring, etc.
- Enhance mobility of artists
- Gather initiatives for cultural projects, exchanges, and touring as well as offer help in
finding relevant partners in participating countries
- Promote joint research in the field of active participation in cultural activities
Proposed membership potential
We suggest that formal members of the Network can be all organisations working on
a national (state) level within the area of active participation in cultural activities.
It can be umbrella organisations or music, choral, theatre, folklore, fine arts,
film … organisations. The only condition is that they are national
– including ‘national’ minority culture organisations.
We should welcome to conferences, etc., officers of European and Nordic as well
as cross-border German (Deutschsprachigender Raum) and Francophone organisations, however,
not these organisations as formal members.
We suggest the Network to be open to every national organisation willing to contribute
to the work and mutual benefit of it.
General Assembly
We suggest that a general assembly of the Network to be held every third year.
Board
We suggest that a board of seven members are elected for three years.
The board members must come from seven different countries.
Out of the seven members the President and the Deputy President shall be elected separately.
